The Bundesverband für Kernfusion e.V. endeavours to make its website accessible. This statement follows the requirements of the German Accessible Information Technology Ordinance (BITV 2.0) and of the standard EN 301 549. As an association under private law, the association is not a public body within the meaning of § 12a BGG (German Disability Equality Act); this statement is therefore made voluntarily.
1. Scope
This statement applies to the website en.kernfusion.eu including all sub-pages, the interactive nuclear fusion simulation, the map of Europe and the newsletter and application forms.
2. Status of compliance with the requirements
This website is partially compliant with BITV 2.0, that is with the success criteria of WCAG 2.1 at level AA. The deviations are listed in section 3.
Basic requirements are met: the pages are structured into semantic regions (header, navigation, main content, footer), every page begins with a skip link to the main content, the page language is declared, controls have a visible focus indicator, graphics have alternative text or are marked as decorative, form fields are associated with labels, the colour contrast of body text meets the level AA requirements, and animated content is stopped when the “reduce motion” system setting is active.
3. Non-accessible content
The content listed below is not accessible, or not fully accessible, for the reason given in each case.
3.1 Non-compliance with BITV 2.0
- Fuel selection in the simulation: The selection fields for the fuel pair are not technically implemented as buttons. They cannot therefore be reached with the keyboard and are not reported to assistive technologies as controls. (Not met: 2.1.1 Keyboard, 4.1.2 Name, Role, Value.)
- Sliders in the simulation: The sliders for magnetic field, heating power, fuel density, laser energy and beam symmetry can be operated with the keyboard, but their labels are not programmatically associated with the control. The purpose of a slider is therefore only visually apparent. (Not met: 1.3.1 Info and Relationships, 4.1.2 Name, Role, Value.)
- Timeline in laser mode: The sequence of a shot can only be scrubbed with the mouse or with a touch gesture. There is no keyboard operation. (Not met: 2.1.1 Keyboard.)
- Graphical displays in the simulation: The macroscopic and the microscopic view are rendered on a canvas. There is no equivalent text alternative for the states shown there. The numerical readings — temperature, Q value, state, energy yield — are available as text and are announced when they change. (Not met: 1.1.1 Non-text Content.)
- Map of Europe: The sites are accessible as labelled buttons, and the details of the selected facility are presented as text and announced when updated. The geographical position of the sites relative to one another is, however, conveyed visually only. (Not met: 1.1.1 Non-text Content.)
- Newsletter form: After submission the form is replaced by a confirmation message. The message is announced, but the keyboard focus is lost in the process. (Not met: 2.4.3 Focus Order.)
3.2 Content that has not yet been provided
- American Sign Language: The sign language page has been created, but the video content has not yet been published.
- Easy Read: So far only a short summary about the association is available in Easy Read. The rest of the website is not yet available in Easy Read.
3.3 Planned remedy
The points listed under 3.1 concerning the simulation will be fixed as part of the next revision. A keyboard-operable fuel selection, programmatically associated labels for all sliders, keyboard operation of the timeline and a textual summary of the facility state currently shown are planned. Content in American Sign Language and in Easy Read is being added on an ongoing basis.
4. Preparation of this statement
This statement was drawn up on 24 October 2026.
It is based on a self-assessment. The source code of all pages was reviewed, as was keyboard operation and the rendering of the pages in the browser. A full test with screen readers and other assistive technologies, and a review by an independent body, have not yet taken place. The statement will be reviewed whenever substantial changes are made to the website, and at least once a year.

6. Enforcement procedure
The conciliation procedure under § 16 BGG is available for disputes with federal public bodies. Since the Bundesverband für Kernfusion e.V. is an association under private law and not a public body, that procedure is not available here.
